Back to the topic at hand, based on diving trainers a license is required to prove that someone is able to handle themselves safely down in the ocean. Without a license, you will always need a guide to aid you. This is really inconvenienced because not only their service can be expensive, not every diving spots can provide a guide to watch over you.

Think of it as a driving license. You may be able to drive without owning one, but it is required as legal proof that you can handle yourself in the street. That way, it can ensure your safety and you would look more professional with it.

By taking a course, obviously. Each country has a diving organization that handles licensing and training course. In Indonesia, there are plenty of organizations that can give you a course but the most popular and trusted one is PADI (Professional Association of Diving Instructor) since they are an international organization and have been around Indonesia the longest.
